About the Project - 20739 Scofield Dr, Cupertino - proposed by Chunhua Tang and Dan Cheng
20739 Scofield Dr is located in an R1-10 Zone neighborhood, traditionally known for its single-family homes, both one- and two-story. In February 2024, Chunhua Tang and Dan Cheng, the current homeowner, submitted an application under SB 330 (Builder’s Remedy) for a multi-story, high-density development. The preliminary application proposed a 4-story, 23-unit condominium. Hundreds of neighbors have expressed concerns about the potential impacts on traffic and safety, particularly given the proximity to a nearby elementary school. The formal application now suggests a 5-story building with 20 units, raising further questions about how the development aligns with the neighborhood’s established character, increased traffic, and other safety hazards.

How the City is Responding to the Project ?

    Despite significant concerns raised by hundreds of homeowners in the neighborhood, the builder submitted a formal application to construct a taller, 5-story, 20-unit condominium on a single lot. The proposal is currently under review by the city.

    During the second meeting between the builder and local residents, City Councilmember Chao Liang attended and provided context on SB 330 and the Builder’s Remedy, explaining that while these policies have been in place for years, they have rarely been seen in neighborhoods like this. She encouraged the builder to take the community’s concerns into account and approach the project with a spirit of collaboration, aiming to create a development that respects the neighborhood’s character and addresses residents' feedback.

    City Manager Pamela Wu and City Councilmember Kitty Moore organized a meeting between the builder and neighbors to discuss the project, providing the community with an opportunity to voice their concerns directly to the builder.
